Recycling Facilities at Ewyas Harold
The Clerk reported that rental income was not available for the site provider, and that although Herefordshire Council were looking to see if they could provide a suitable local sites this seemed an unlikely solution.

That the Clerk should approach Herefordshire Council to see what recycling collection services were available throughout the rest of the county.

Rowlstone Village Hall and Land
The Clerk reported that Mr John Armson has been appointed as Chairman of hall committee and that the committee were looking towards setting themselves up as a charitable organisation.
Mr Armson had agreed to provide the Clerk with a list of names of people who might be willing to provide statements relating to statutory declaration of use. HALC has informed the Clerk that a magistrate will suffice to witness such statements.
Community First can provide draft lease agreement if one is required between hall committee and EHGPC

Access to Ewyas Harold Common
The EH Common Society held its AGM on Monday 21st November. Officers were elected and there were discussions re setting up committees for the stewardship scheme and wildlife trust

Precept 2006/2007
The following points were agreed:
- As the funding for training etc on the Newsletter had been unspent this year this would be carried forward into the next financial year.
- The Clerk’s outstanding salary would be paid for out of this year’s budget.
- The election costs relating to possible postal voting in the future would be met out of the reserve held at the bank.
- Capital items
- Embankment slide to be funded. Part of this cost would be offset by carrying forward £454 from the funds for safety surfacing around the roundabout. This area would be made good for the time being by purchasing extra bark with the remaining capital funds for 2005/2006.
- Gestetner would not be replaced and the printing of the Newsletter would be carried out by the outside printers who publish Good News for St Michael’s Church. The Clerk will sort out the details and costings
- Projected income for 2006/2007 would be used to offset the figure required for the 2006/2007 precept.
