4.1

Recycling

4.1.1

Recycling  Facilities at Ewyas Harold

Following a request from EHPCC, the Clerk has obtained the following information from Herefordshire Council:

  • Herefordshire Council would provide the facilities at no cost providing the site is provided by EHGPC
  • Contractors would be responsible for keeping the site tidy, but it would help if the site was monitored locally.
  • Once a site has been identified and opening times agreed the facility could be up and running within weeks.

That the Clerk should write to HC to inquire whether a rental income is available to the site provider and whether HC itself had suitable sites within the area.

4.1.2

Plastic Recycling

Currently Herefordshire Council has to employ someone to sort this recycled material because inappropriate plastic is being added to the recycling bins. Guidance pamphlets are available from HC and copies were distributed to Councillors.

4.2

Rowlstone Village Hall and Land

The Clerk reported that the County Solicitor had advised that the land needs registering. As the deeds have been lost it will be necessary to obtain sworn statements from people who can verify that the land has been used solely for parish business over as long a period as possible. This will then form the basis of a statutory declaration of use and would need to be drawn up through a solicitor. The application to the land registry would also have to include a plan of the identified land.

This land would appear to be identified as parish property under the Local Government Act 1929. “Parish property means any property the rents and profits of which are applicable, or if the property were let, would be applicable to the general benefit of the parishioners or inhabitants thereof”  HALC  have advised that the land would seem to be the responsibility of the Parish Council whereas the village hall should be the responsibility of whoever is identified as the managing body. Following on from this it may be that there needs to be a lease agreement with the Parish Council for the hall’s occupation of the land.

The Clerk has verified that there is insurance in place for the hall which covers damage to the building and carries a Public liability cover of £2 million

That EHGPC needs to move forward with registering the land once statements and a plan have been obtained and a valuation has been agreed. The group meeting in November should also be looking to set up a charity to run the hall.

Preliminary discussions were undertaken on the setting of next year’s precept.

October Roadsweep

It was reported that Herefordshire Jarvis Services (HJS) had failed to sweep the areas of Prill Road and the village centre during October. HJS admitted that they were unable to complete Prill Road in the allotted hour but claimed to have carried out the sweep in the village centre. The situation will be monitored.

Road Maintenance and Related Matters

11.1

Lighting in Gilberts Wood and Old Shoppelands

Following the reporting of a fault with one of the lights in Gilberts Wood, it has been discovered that the extra lights installed on these two developments in 2002 have never been adopted by Herefordshire Council. Stephen Oates of HC is looking to rectify this oversight.

Dulas Signage

The lack of road names in Dulas has been reported to HC but there has as yet been no feedback.

Dulas Traffic

It was reported that, as a result of their satellite navigation systems, heavy goods have been using the side roads and this led to the road being blocked when one such vehicle was unable to negotiate the narrow lanes.

That the Clerk would write to HC to clarify why on these systems only some lanes are designated as unsuitable for heavy traffic.
