The minutes of the ordinary meeting of the council held on Tuesday 7th July 2009 were approved without amendment.

Recreation Ground

5.1

Monthly Audit

  • Play Area Gates – single gate closes too quickly – see 5.4.1
  • Play Area sign is looking very dog-eared
  • Roundabout – requires some touch-up painting
  • Top rail on pavilion veranda requires replacing – see 5.2.2
  • Notice board requires updating

  • Toilet - Quotes will be obtained to replace with stainless steel pan.
  • Bins – Herefordshire Council have been approached to provide costings for wheelie bin storage if extra collections necessary

Pavilion

5.2.1

Emergency Exit

Although opening is straightforward, this door is difficult to close after use. The current door is made from painted softwood and this has become warped and swollen. A quote of £360 has been obtained for fitting a hardwood replacement.

Pavilion Rail

A replacement for the rotting rail would cost approximately £40 from Advance Joinery and then there would be fitting costs.

5.3

Car Park Barrier

Various options were considered but they were found to be either impracticable or too expensive.

That the possibility of seeking volunteers (who might be paid an honorarium) should be considered.

5.4

Play Area

5.4.1

Play Area Gates

RoSPA inspection identified

Ensure 12mm gap to remove finger entrapment risk

Single gate closes too quickly and grounds.

Double gate also needs adjustment

Double gates have been adjusted to comply with closing regulations but striker plate still needs replacing.

Single gate was adjusted to correct grounding but this increased the closing speed. The hinges will need re-hanging to correct grounding and closing speed.

Swings

Bird fouling identified by the RoSPA inspection has been washed clean by the recent rains.

5.5

Youth Facilities

Background

Various options have been considered by the GPC- both through their own meetings and through involvement with youth groups. These unfortunately have not led to anything being achieved  and this has been due to a range of issues:

  • Lack of funding
  • Safety concerns
  • Difficulties over identifying suitable sites
  • Loss of interest/consistency from groups.

The offer from Herefordshire Youth Services (HYS) therefore to carry out a proper evaluation of needs and demographics, together with the possibility of extra funding, was welcomed by all concerned. But, despite more than six months elapsing, HYS have failed to come up with any suggestions or information.

The GPC is committed to look at this issue and try to come up with a viable solution, but feels that it does not have the information to move forward with any confidence. However, one area which Councillors do think is worth pursuing is the need for a meeting place, which seems to be consistent for young people across the country. It was noted that local schools are looking at setting up after-school activities

5.6

Pavilion Bookings

Payments for use of facilities

  • EHFC - Clerk passes on electricity and water costs
  • EHCC - Send payment of £6 per home match but at end of season to allow for cancellations. Appears that no payment has been made since 2006 (£78)
  • Private users - £15 per booking
  • Local school and playgroups (mainly sports days)  - free of charge

It was noted that the Cricket Club had not contacted the Clerk to discuss or settle their arrears.

That the Clerk identifies total costs associated with Recreation Ground and that the Cricket Club should be made aware of these costs.

That the Cricket Club should be informed that the GPC was considering raising booking charges in 2010 and changing method of invoicing to one of pre-payment.

That usage and facilities cost be considered as a future Newsletter item.

5.7

Grass Cutting Contract

The wet summer has lead to extra cuts being required. Still actively growing but only enough money left in budget to allow for fortnightly cutting until the end of September. Resolved

That weekly cuts should continue through August if necessary and review at next meeting.

5.8

Dog Control

Ownership of field and possible control actions

  • Confirmation that EHGPC owns Recreation Ground free from restrictions
  • Have approached Land Registry over voluntary registration
  • Dog Control – Under Dog Control Orders 2006 EHGPC are free to set up restrictions to control dogs within areas of open space. This would require consultation and notice as identified under the Act. Consideration would need to be given to methods of enforcing directives.

It was noted that were problems with dog fouling in other areas of open space within the village. See 7.3

That an article highlighting problems and possible actions is included in the next Newsletter.

That personal approaches are made to owners who exercise their dogs on the Recreation Ground

Local Security Matters

  • Street Briefing – Chance to meet and walk the area with the local police. Meet at Fire Station 14th August at 6pm.

  • Pills – Party pills found near pavilion have been given to the police for analysis.

  • Few issues in area other than parking and speeding violations. Police will be carrying out speeding surveillance in the village.

  • People are warned of a lottery type scam that has been carried out through mailings. Also advised to be vigilant with locking sheds and outbuildings.

  • Police are carrying out several children orientated events this summer, and when the schools are back will be running an internet safety awareness course for parents and guardians.

Road Maintenance and Related Matters

11.1

Scheduled Road Closures

The recent order by HC Highways to close Rowlstone Road (C1219) for telecommunication work, and the lack of notice and consultation, was discussed. The communications sent to HC, MPs as well as the media by residents and EHGPC; appear to have resulted in the problem going away for the moment. However, it is believed that a period of closure is being considered for September.

The lack of consultation was seen as the real issue, and whether this was a legal requirement or simply good practice.
