Village Warden Scheme |
|
In C Cllr Powell’s email it was noted that:
- Herefordshire annually spend £97,000, and in the period between January and August 2011 there were 2455 visits to clients and 1500 telephone calls.
- Red Cross have still not submitted impact assessment to Herefordshire Council Adult Social Care
- He has made contact with Sue Williams (our local agent) to try and understand the local impact
- He is arranging to meet the Golden Valley locality team in order that he can understand the gap that exists between the services they do, or will, provide and the needs of the community.
- Village Warden Scheme will be discussed by Cabinet Members on 27th October
- HC Adult Social Service are finalising their "preventative model” and this should be ready for discussion in late October.

LDF Consultation |
|
Cllr McNeil provided feedback from the meeting held on 24th October
- Housing need across Herefordshire over the next 20 years has been identified at 16,500, with 5,300 in rural areas.
- Development within Ewyas Harold is seen as requiring 4 units per year over the same period (similar rate as at present)
- Development Plan needs to be created by GPC (could use Parish Plan as source). Suggest draft as soon as possible so that work towards the final plan can proceed without delay
- Utility provision would need to be incorporated into such a plan. Providers are already geared up to be responsive to this need.
Consultation ends on 28th Nov and guidance pamphlets have been ordered for distribution to local shops. |

Mr John Hook again raised concerns (previously reported in October) over the poor state of repair of the footpath stile at the far end of Priorsfield. This will be discussed with the Footpaths Officer. |

- Police Briefings
- Quad bike stolen from garden shed in Abbey Dore (5th Oct)
- Bale handler stolen from field adjacent to Recreation Ground in Ewyas Harold (1st – 5th Oct)
- 1700 litres of heating oil stolen from farm in Abbey Dore
- Rogue traders in operation at property in Pontrilas (17th Oct)
- The crime wave in surrounding areas continues. In recognition of this, police will be stopping drivers behaving suspiciously, and vehicles capable of carrying the stolen items (transits etc). They will be targeting the evening hours when most of these crimes are occurring.
- Non emergency reporting on 101 is now live and all calls will cost 15p.
- Crime figures are available through www.police.uk and through the local weekly police briefings.
- Police will attend all parish council meetings where duties allow.
- It was confirmed that Gwent police are immediately informed of suspicious vehicles travelling over the border.
- Councillors emphasised the importance of residents being reminded of the need to make properties safe.

Community Library |

The main points to come up at the meeting held on 27th Oct were:
- The 3venues other than the pavilion (MH, Horsecroft and St Michael's Hall) have all indicated their willingness to provide space at cost only.
- Appears to be favourable support from village.
- Questionnaire to be sent out later this month, for return by mid December, to gather information on preferred location, opening times, hands on support etc.
- Ideally aiming for 3openings per week (morning, afternoon and evening)
- Likely costs for lockable bookcases thought to be £750-800 (will seek advice on best approach for funding)
- It was understood that the book allocation was to be 600 per month with the first 12 months insurance cover coming from Herefordshire Council
- Clarification sought over delivery system. Generally thought that books would be brought out by HC van.
- Looking to establish management group
- Follow-up meeting to be held on 15th Dec
Post meeting
- Several local users of the mobile library have provided contact details so that they can be consulted.
- Draft questionnaire has been circulated for comments
- May have already identified some funding for bookcases
- Future running costs hoped to be covered through sale of refreshments etc.

School Lane Parking |
|
Following several communications with regards to parking concerns in and around the School, the following actions have been taken and feedback obtained:
- Report from Herefordshire Council indicates that the cost for providing an extra 15 places within the School would be £54k. A breakdown of these costs has been requested. There was a discussion as to whether this could be undertaken as a community project. C Cllr Powell advised that the GPC wait for further feedback from HC.
- Keys to the Recreation Ground car park have been issued to the School.
- It has been confirmed that there are no restrictions to parking at the Memorial Hall.
- Discussions are underway with St Michael’s Hall to allow restricted parking in the car park.
- Approach will be made to Church to allow access to St Michael’s Hall through their land.

Affordable houses need to be where people want to live, i.e. definable local need (by locals) that utilities are able to support, and this needs to be identified in the LDF.
Neighbourhood Planning – seminar at Three Counties Hotel on Nov 2nd
Winter Resilience – Ewyas Harold has been accepted to the scheme and proposed local road salt stores are being assessed.
Broadband – Survey forms out this week (respond on-line or by post)
Cultural Services – Need to save an additional £150k in the next financial year. Discussion paper is looking at integration to protect front line services.
Golden Valley South – Meeting of Chairs & Clerks on 21st Nov to look at ways for GPCs to co-operate.
Village Warden Scheme – see agenda item 4.1
The Dog Inn Traffic Survey – Andrew Lee-Jones will attend when he has speed/volume data.

Development concerns raised with the Planning Officer have generated the following responses from the Senior Area Engineer (Development Control):
Junction Movements - Along the A465 approaching from Hereford there is 130m forward visibility, there is more but this is reliant on tree and leaf growth, there is 140m in the opposite direction, whilst the visibility is limited this isn't too much of a worry given the speeds of other vehicles and the stopping distances.
Give way lines are now in place.
Stopping Sight Distance up Rowlestone Lane are not as per drawing but the 2.4m x distance by 100m y distance is more than acceptable.
On site the footpath cycle link into the site isn't acceptable as it stands and needs to be altered - Andrew Prior to chase up. |

Interim Report to Ewyas Harold Group Parish Council from the Parish Plan and Design Statement Committee
|
|
The Committee has received the Ewyas Harold GPC Parish Plan and Design Statement Questionnaire Report from the Research Department of Herefordshire Council and it has been circulated to all GPC Councillors. A meeting of the Steering Group was held on 13th October to start the study of the Report. Further meetings are ongoing and public meetings will be held.
The full Report runs to 83 pages and its length precludes it being fully discussed at the monthly GPC meeting, or indeed at any single meeting.
Residents of the parishes of Ewyas Harold, Llancillo, Rowlestone and Dulas were asked to respond to 54 questions. Results were analysed on the basis of the residency of the respondent. Whilst some results showed divided opinion in the community, other results were very clear, with an overwhelming majority of the respondents voting either for or against an issue.
We suggest that:
- Those results which present with more than 68% of votes in favour, with no substantial disagreement, can be confidently regarded as reflecting the views of the majority of residents.
- Those issues where the vote shows evenly divided opinion in the community should be further investigated before the Parish Plan and Design Statement is drafted. Public meetings will need to be held to find out where development would be acceptable. If the GPC was so minded, this information could then feed into a Neighbourhood Plan.
- Some responses indicate problems at particular geographical places in the Parishes. These should be studied by the GPC immediately because they indicate need, although they have not necessarily attracted a big vote.
- Issues that attracted a vote of more than 68% of votes and reflect majority opinion.
Question 1: 80% of respondents from Ewyas Harold felt some growth was necessary over the next 12 years to meet the needs of present and future generations. Opinion was divided about the exact number of homes required. Residents from the parishes of Dulas, Rowlestone and Llancillo reflected the view that little new development was required there.

Q1: What level of growth over the next 12 years do you think is required to meet the needs of present and future generations? 27% voted for between 11 and 20 homes, 20% voted for 6-10 homes, and 20% voted for 21-50 homes.
Q4: Should housing development to meet local needs be inside the Settlement Boundary, at the edge of the village, or outside the Settlement Boundary? Results were inconclusive. Residents will need another public meeting to consider the exact location of the Settlement Boundary, and where potential building sites (which have already been identified by Herefordshire Council) exist within the settlement boundary. There is a strong demand to protect green spaces in the village, but an equally strong demand to respect green-field sites. At the same time 80% of respondents agree there is local housing need.
